I've got a review copy. So my honest opinion:

Speed: 5/5 - fast delivery.
Communication: 5/5 - I've got almost instant message in PM.
Price: 5/5 - Manual creating of web2.0s + human redable content can't be extra cheap.
Quality: 4/5 - Articles are human readable. However, web2.0s have only 1 page without images or videos. From my experience, the most useful option is creating multi paged web2.0 with some media - graphic or video. Tier 2 consists of pligg social bookmarks. Tier 3 include forum posts.
Overall Review: 4/5 - that's only cause I prefer multi paged web2.0s with some media. But 18$ is really nice price for tiered backlinking.
