Need some advice on proxy server

I am in need of a proxy server. It will be strictly for personal use, and use very low bandwidth. I would like to obviously pay as little as possible. Need to get around ip restrictions and such, as well as just hide my identity. Is something like this:

a good choice? Will i need to purchase multiple IP's from somewhere? Or will a proxy server make it impossible for someone to flag an ip address?

Signup for a VPN service, you can get them as low as $3 per month and everything will be encrypted up to the VPN server, unless you're connecting to an SSL site then obviously everything would be encrypted. Here is a pretty good list of VPN services:

Yeah I want to use it for craigslist. But it seems that my IP has changed but craigslist still requiring PVA. I went with the cheap $5 a month one.

there is a free program called "Hotspot Shield" which basically does the same
as a vpn. you can also switch it on/off with 1 button and it is for free.
