I have added new keywords to a campaign which are directly related to the ad text and landing page. However adwords is claiming the QS is Poor, and is asking for a minimum bid of $10.00

Seems to me adwords is busted up, because everything should be Ok to Good status.

Any ideas?

Same things been happening to me... for the past week. Something must be up 'cos the destination URL + visual URL = the authority site in that niche.

Here's the algo they use:

Highest ROI for Google.

User Experience and QS are PR talk for: "we cull for the highest CTRs all day, everyday."

Tis why conversions are not even a consideration for them.

A KW with 6% CTR and 5% Conversions has a higher QS than a KW 1% CTR and 100% Conversion. This despite the obvious user experience acceptance noted by the higher conversions.

Try a new account and domain, it may be that your account has a low quality score associated with it for the niche or terms. Usually it takes about a month before the google slaps come for me on fresh campaigns.
