Did you guy even read the stuff above?

"Anyone failing to comply would be fined". This means a) it's not a criminal act or the authorities could step in to compel it on-site and b) if the commercial interest outweighs the cost of doing business with it in place then it would shut down.

I try to stay out of politics but this to me sounds like a cover to prevent people from communicating during martial law....
