That article made my head hurt. It reminds me of those articles trying to say that Macs are inherently more secure than Windows-based PCs because there are fewer viruses for Macs. There are fewer viruses because there are far fewer Macs. Bing's results would be a lot worse if more SEOs targeted their SERPs rather than focusing exclusively on Google.

True, but also keep in mind that most SEO tactics that work for Google also work for Yahoo/Bing.
For instance everyone does EMDs to get boosts in Google, but Yahoo/Bing give higher importance to EMDs than Google does.

Great point. I was just trying to point out that Bing vs Google isn't a one-to-one comparison. If SEOs spent more time on ranking exclusively for Bing, I have a feeling we'd seem some pretty weird results.
