You must have to take half payment before you startup your work and pending payment will be taken after you complete the project.
But make a big mistake now.

Well there's really nothing much you can do except ruin his site. He's not on here and has cut off contact. Was there a formal contract of any sorts? You might be able to resolve it that way but I think you're just going to have to take the loss and consider it lesson learned.
 
I would probably change as many links as possible to a Blogspot which tells everyone that he is a scammer.
