PPC Networks + Paypal?

I"m looking for a list of PPC networks that take paypal as payment and will instantly give me credits on payment received.

Also, does anyone know a good provider for VCC for the that can help me verify yahoo, google, and bing PPC networks? Preferably a VCC that is reload-able.
