PPI toolbars?

Hey,

A friend of mine wants to give users an option to install a toolbar. He wants to get paid per install - zango not an option. Users should be completely aware of installing the toolbar - in fact, that's WHAT they're installing. It would be even better if he could customize parts of it. He will be pushing very high volume.
