Preventing Scrubbing on Email Submits

You guys are all saying the exact same thing - rotate the offers; stop them and then start them up again later. But I don't get why. In my original post one of my questions was "If scrubbing starts after (a certain number of) conversions, so you cut off your traffic once you've reached that point (by rotating in a different offer), isn't the scrubbing going to start the instant you rotate the original offer back in in a few days? Or does scrubbing reset itself each day or something? (in my experience it does not)."

It doesn't make sense to me why offers would not scrub simply because you rotate the offers. Can anyone explain?

The idea is to start off with diversifying what offers you promote. Thus you roll a good collection of offers, such that you won't risk burning off your whole budget on promoting only one offer which i.e. could have a high scrub percentage.
