Promoting Downloads on Google

Is their something in the Google TOS that says we are not allowed to promote downloads like webfitti?

I once advertised for a blatant spyware program (WinAntiVirus Pro 2007 - Antivirus protection against all viruses, hackers, spyware) and Google was fine with it.
