Question about best way to group these words

Let's say I'm doing the automobile insurance niche and I have about 8,000 keywords. One thing I did was make a list using my own terms by combining cities/states with terms.

California car insurance
Atlanta Car Insurance
Boston Car Insurance

Now I'm using Adwords keyword tool. The problem I have is the group I have for "car insurance" is about 500 words. They're all relevant to each other and I can't break them down any further. The problem is I heard for QS it's best to have small grps with 5-20 keywords. So I'm wondering what's the best thing to do in this situation.

Different cities will convert differently so get your conversion tracking set up to track per keyword. If you have large adgroups, your quality score may not do as well as 1 keyword adgroups but things that might help is to insert dynamic keywords into the landing page or a pulldown menu with the list of cities. How about breaking down into states?
