Refund Help

Ok I hired a guy to do some php work for a site of mine im working on, he required 20% of total price upfront, I payed via paypal, not using credit card. For the last like month and a half he has been stringing me a long saying he would have the project done by tonight or end of week and stuff. He hasnt shown me any work he has done on the project yet at all when I have asked, he doesnt respond to my emails anymore and when he is on msn which he hardly ever is, when i log on his stats goes to BRB every time. I finaly told him on tuesday that if he didnt have the project completed on friday that id be contacting paypal and stuff to get my money back and he said that if he wasnt done he would refund me but once again he hasnt been on msn for the last few days and isnt responding to my emails nor have i recieved a refund.


My question is how do i go about getting my money back on this?
 


Th3Boss, could you let us know the outcome after you file a complaint with paypal.

I've never had to request a refund before but would like to know how easy or difficult it is.

I filed a complaint and it was resolved within 3 weeks, with my money refunded.
 
charge backs take a lot of time to work but they do instead try to get your work done and let him know that if he does well here you will get him more business and then kick him after your works done
 
that's surprising, Paypal Got my money back once, I wonder if they called him on it and he lied and said he delivered the "goods"
