Broke the 2 bump rule by bumping 7 times in a day. He also promises top #5 ranking when you buy his service and says he is from the U.S. when he doesn't know how to use the # sign correctly.
Also says everything he does is manual when he also has 2,000 blog comments and 1,000 forum profiles in his package.

I have not done any bump (a bump I know it means getting thread to top without reason) but I was just answering to the questions that my possible clients asked.
What is wrong with guaranteed rankings?

The "link building" part is manual. The tier 2-3 (haven't said tier 2-3 is manual) I thought it's pretty obvious is automated - at the end of the day it has nothing linked to your website - no backlink from tier 2-3 is pointed to your website.
By the way, is this for real? I'm waiting for a staff memeber input on this.

LATER-EDIT: I just read the 2 bump rule. Sorry for the mistake, I was just reading the most important guidelines and other sticky threads but seems I missed this. I was not being aware of this rule so I think I deserve a pretty big ban.
