2) Proper Use of Bold, Italic, Underline, H1, H2 and H3 tags
3) Use Div's and table.
4) Make sure you optimize your site in terms of speed and performance. Page loading plays an important role in ranking
5) Always use google speed test page to test your site speed : https://developers.google.com/pagespeed/

I think these basic steps are good enough to get you going.

1, 2, 3 are bullshit.

1. is necessary for cross-browser compatibility. It helps out alot. It doesn't necessary effect your SEO, but it does effect how visitors see your website on different browsers.

2 is Iffy at best, but it helps, if your keywords are in one of the types of tags mentioned.

3, that's complete bullshit. That helps from a clean coding standpoint, but not SEO.

A well as Google Pagespeed.
 
I think, it's not a big deal to create a SEO relevant site, Install wordpress with a decent theme, some onpage SEO optimization & there you go.
 
Search engines are limited in how they crawl the web and interpret content to retrieve and display in the results.

I agree with you and if you have confusion, just simply go for wp and customize as par desired template. Another thing to take care is content, keywords with relevant information. Use alt text for images so that spider can interpret with them also. Meta, sitemap are always necessary to be SEO friendly.
