Serious issue with laws regarding marriage

Ok so this question is for US citizens.
I have a friend who married an american a few years ago and filed for divorce. I dont know too many details ... she signed the divorce papers and the guy is divorced in the States but he doesnt want to sign the papers so that she can be divorced in our country.
Her lawyer is doing everything he can to talk to authorities and get that guy to sign papers.
Who can she contact in the US to file a complaint against that guy? Is there any government institution she can contact in the US ?
The guy is refusing to sign the papers and he`s not answering any emails or phone calls from her.
This story has been going on for almost 3 years now.
Would appreciate if you guys can give me some pointers on what she can do.

If the guy doesnt want to sign divorce papers in some 3rd world shit hole that thinks getting "the authorities" involved is the right way to go, more power to him.

If they got married in the US, and divorced in the US, what does that have to do with divorce papers in your country? You said you don't know too many details? Maybe she's just feeding you a line?

They got married in my country. She has never been to the US.

That guy married someone else in the US .... meanwhile my friend is still "married" to him in papers in our country.
If he will never sign the papers she`ll be "married" to him forever ? That's just crazy. At one time he even wanted to blackmail her and asked for 3k to sign the papers.
Really? There is no institution in the states that can make him sign the papers ?

Why would there be an institution in the US to enforce the civil matters of another country?

@lincolndsp - The lawyer working on her case is doing everything he can. He even sent emails/phone calls at the embassy ... no response yet.
There has to be something that can be done about this.
I told her not to sign the papers until he signs them... God knows how long it will take now to make him sign them.

Well, if he's married to someone else whilst still being married to your friend, that's bigamy, which is a crime. So I guess his local police, or whoever is responsible for marriages in the US might be a start.

Also - depends what country you're in, but over here (UK) if your spouse disappears and refuses correspondence, you can file for divorce giving a reason of abandonment. It takes a little longer to get your divorce. Maybe it works that way where you are too?

Dude - I think you need to talk to an AMERICAN divorce lawyer.

story goes like this :

American dude comes to my country(romania) ... meets her .... they fall "in love" .. they get married here ... she doesnt want to move to the US ... he leaves to the US ,sends divorce papers ... she signs US divorce papers... he doesnt sign romanian divorce papers ... US court recognizes his divorce ... he then marries some other chick in the US ... he doesnt respond to emails, phone calls ... she struggles with romanian court to explain that the guy cant be reached and doesnt want to sign the papers... and she is stuck "married" to the guy .

Stupid ass divorce laws ....
Can you american dudes give me an official website with divorce laws and shit ?

wtf, I didn't know this was a legal advice forum.

fyi - a divorce can be done ex-parte in the court. It doesn't need signing from both parties in some circumstances. The plaintiff needs to show that they made reasonable attempts to serve the papers and usually the courts will grant the divorce.

Also a divorce would be granted if couples can show that they have been separated for 1 year or more and have made attempts to work on their marriage.

There are few other steps involved but any family attorney would know this.
