wow really good idea. people will definitely want to post on a forum with no other people posting and no topic. yeah. that's going to work really well.
Change the theme, buy a domain name, and take away half of those boards. What you need in the beginning is a strong dedicated group of users to make the board look active. By having 7-9 or even 10 different sections, it makes the community look a lot smaller than it really is. Also, considering paying people per post to post there for a little bit.
