Lots of good suggestions here.

For the Mac users, I haven't seen CSS Edit from Macrabbit mentioned. I just stumbled across it last week, and it's definitely a keeper. Incredibly slick and intuitive - on-the-fly CSS editing, and the ability to visually dig in to the style sheets on any webpage. It's awesome.
