I think what he was really asking for was a pop up asking if someone would like to set his homepage as a default page, kinda like when you go to a site like seeq.com, some of the sites linked up to seeq will cause a pop up of this nature to appear when you back out. I found a link that might be useful:

I also searched "how to make default page pop ups" in google.
