Putting up signs without a permit on public property comes under the vandalism act.
There are walls in cities all over Australia that seriously get posters plastered on them so often that occasionally the whole thing just falls over forward, and there's maybe 2 inches of posters just pasted on top of each other.
Funny thing is when that DOES happen, you see that the bricks have an embossed bit that says "Post No Bills".
Like wise, you obviously can't do it on someone's private property, without their permission.
There are mobs out there like Attractive Promotions | Your One Stop Street Level Marketing Shop. & Poster distribution | flyers | cafe posters | promotion | advertising | Melbourne that you pay to stick posters up. Most of the places they do it are entirely illegal, but because they do it so often, and don't get caught, local councils have just pretty much given up on them, especially as there's no way to prove they're the ones doing it.
They'll even do graffiti for you if you pay them enough.
The odd thing is that I'm yet to see the groups that hire these promoters get in trouble for it, which is where I'd go if I was the one tasked with going after them.
