Speech Bubble Script

I need a script that can place a speech bubble on top of an image, and then allow the user to save that image. I dont just want a css speech bubble placed on top of my image on a webpage, as the user needs to be able to save the image with the speech bubble in it.

here is an example, although his speech bubbles look like crap:

I can do this project for you can you give me the following details before I quote the job for you.

1) Does the text in the speech bubble need to be customizable
2) Does the speech bubble need to be moved around the image or is it in a set place?
