Why not just use Facebook Ads? You can target by age there, and due to 16 year olds not having credit cards, the bid prices will be low.

here is a hint that I dont know if it still works, there used to be a site called icanstalkyou or something like that. it closed but I remeber it saying something about people who upload their photos on twitter that they took on their phone have the gps info inbedded in them
