How to get stars in google search result page like this? what is the mean of "4 reviews" ?

The snapshot is highlighting result for tripadvisor... Which is actually a review site.

Real time visitors comment and give their reviews different hotels and their hospitality.
These starts are user's rating and 4 reviews number of reviews by the users.

May be that stars not really matter with SERP, since I'm not see that stared web on the top list or first page on Google. But this stars should attract peoples to click the web.
