If i were to make a site with just images from other sites or a site with stories from other sites, can i get in trouble? I would give credit to photographer or author.

You have to check with the other website. Some won't let you touch their stuff without explicit permission.

You can get DMCA notices, easily.

with a DMCA notice i just have to take down the content though quickly and that's it right? no legal trouble? i can stand to make some quick cash before having to take it down

With just a DMCA notice or a C&D, and you comply, there's usually no legal trouble. But some parties go straight to giving you legal trouble without warning. It's your choice if you want to take the risk.
