Stuck At 7 QS

Seems recently with Adwords my pages are stuck at 7QS out of the gate - I have not been able to achieve a higher ranking.

I have tested with my pages, as well as authority pages of other sites to see if they would start out better.

I have also tested on a separate account that had relatively little history (within my MCC).

Any thoughts? Others experiencing the same thing, or are you getting higher scores out of the gate?

I am doing the standard stuff - privacy, sitemaps, original content. Any other thoughts on items to push above the 7 threshold?

Or is it just a point where I need to run at 7 and tweak it for hight CTR, then I will break through?

I've only reached 8 a few times..and it's rare..nothing over that I don't think

You're account history may be a factor of the stagnant Quality Score. Throw up the campaign on a new account, and I'm 99% sure that you'll see a variance in Quality Score on your keywords.
