Suggest good offshore anonymous bulletproof hosting

I'm looking for an offshore anonymous and bulletproof hosting. Should not have a down time and they should not care about C&D letters. Have Cpanel access and all things latest cpanel express features.

Willing to spend up to $100 a year. kindly suggest. I already know Panamaservers but they have downtime sometimes which I don't want.

none offshore hostings give cpanel.
they are mostly VDSes [thats what russians call it] and they run plesk at best and in 95% times its ispmanger.
 
I've had good experiences with some russians at infernosolutions in the past. Support is GOOD, just difficult - you'll have to use google translate to communicate with them.

You can also get cpanel etc with Xsserver, and they speak english. They have a bit of down time however.
 
IDK but a nice easy flight from Miami would point me to Bahamas...Caymens would seem like logical choice, but IDK enough to stand behind it...
