I was going to suggest this as well. I'm confused why dial-up is needed. Seems like that would be a real pain.

With regards to the question with proxies, we would need REALLY good proxies and the amount we would need for top notch proxies would get really expensive after a while. We're still looking into proxies and it may be an option down the road if the right opportunity presents it's self.

I am totally lost as to the reason for doing this. Unless it is some sort of system like those oldschool dialer spywares that would drop your modem connection and connect you to some 1900 number...

It totally depends on what applications and services you're running, and you didn't describe those very much.
