Nope, not related to that or the Smirnoff Tea Party commercial (which I thought it might be, at first) - "It's All about the Roosevelts" commercial for TACO BELL in USA by Draftfcb Chicago .
There is always something like that going around.
I know the Texas Roadhouse in my area some guy put his pube hair in someones meal. That was on the news.
There was one about someone eating a taco with cockroach eggs which gave them a gum infection and apparently after an inspection of the said restaurant there were a bunch of dead and alive cockroaches in the meat.

Not even remotely close (nor as good). Jizz in My Pants is a The Lonely Island song, along with Dick in a Box, I'm on a Boat, Mother Lover, etc. etc.
The Lonely Island is Andy Samberg, Akiva Schaffer, and Jorma Taccone with Justin Timberlake sometimes doing their music production and making cameo appearances. They put out an album called "Incerdibad" a few months back.
Samberg is a Saturday Night Live cast member and almost all of the songs you've seen have been Saturday Night Live skits. (Timberlake has also been making regular SNL appearances such as Plasticville).
