Google Analytics drops cookies in the user browser and you must ask for permission.
This involves only sites owned by european individuals and firms (even if hosted out of Europe), and not only cookies but HTML elements like Local Storage.

EU has a very different regulatory environment from the US... here we have shitloads of laws, but very few of them are actually enforced with any enthusiasm.

So this looks like another piece of red tape to ignore - basically, unless it's related to Tax or Health & Safety, both of which you can get majorly fined / sent to jail for ignoring, fuck it.

If you're outside EU, I'd ignore it altogether. It's not like they're going to order your arrest and extradition to face charges based on flimsy evidence in a foreign jurisdiction on something that isn't a crime in your country. No civilised government would do a thing like that.
