My roommate got me with a great one not too long ago.
He got those confetti popper things with the string (you pull the string and it shoots confetti). He put two of them together and filled it with some white powder. He taped it above the bathroom door while i was showering.

I came out with the towel around me and it went BOOM! and exploded covering me in white powder. It scared the shit out of me and he came running out of his room laughing. I laughed to and said yeah yeah you got me. That scared the crap out of me. good one....and he started snickering and was like, well i'm glad you're being such a good sport about it. Suddenly my WHOLE body started itching like crazy and i started freaking out. The white powder was itching powder! It sucked sooo bad.

an oldie but goodie...

this will only work on a kitchen sink with an extra faucet, the one that extends out on a little hose.

wrap an elastic band around the handle that controls the water flow to the extra faucet. the next person to turn the water on gets soaked, and normally just stands there stunned for at least 10 seconds before they realize wtf is going on.

it is so fuckin funny how stunned the person usually looks at first!

Covered his bed in 10 gallons of home made sticky silly putty. Put the blanket over the top so he didn't notice till he got in. I'll admit though his hurt a lot more but it was pretty funny seeing him try to peel a bunch of silly putty off himself and he was digging the crap out of his hair for awhile.
