And it should be very easy to send both Namecheap and BlueHost some standard legal form letters and hope they'll reveal the contact info of the affiliate. Fake legal documents have been known to fool abuse departments before.

It will take Namecheap seeing arbitration forum initiation letters before they will do squat... I know, it happened to me a few months back.
