Ya, anytime I search for something I always use "reviews" - I want to see multiple opinions and decide for myself whether or not I think said review makes any sense.
 
I'd use a keyword tool that doesn't "compress" keyphrases (wordtracker, et al. should be ok) to find out for your specific keyword.

To answer your general question, I go w/ the plural usually. But it varies from niche to niche which one has more searches if that's your concern.
 
Actually it does make a difference. Why don't you go over to adcenter's keyword tool. They have a tool called commercial intent, you can find out which phrase has a higher percentage in terms of predicted commercial intent. I was very surprised when I tried it out for one of my sites!! Good luck....
