Be very careful buying a license second hand, many people selling them are scammers.

Leased licenses can't be transferred anymore and an owned license has to be active.

Please note that since 2006 it is now set in the license agreement that only an owned license that has status 'active' can be transferred. Leased licenses are no longer eligible for a transfer. And expired owned licenses are required to be renewed by the current owner first. An owned license can not be transferred in the first three months after the purchase date. An owned license can not be transferred if it has been transferred in the last 12 months already.
