Its blatantly for all of the retards who have been told to promote Clickbank products all these years to now move over to CPA networks. Then it tells you to use Google Adwords, and other PPC outlets to get your traffic to the offers listed on the networks. After that, in this "free report" that I read, they show you how to bid on TRADEMARK terms. Yeah, read it again you'll see. Most networks won't pay you for bidding on TM terms or URL's so you have to resort to "display advertising networks" aka adware sites like Zango and MediaTraffic for cookie stuffing.
So what's the big secret? The answer is... There is none. They use words like "arbitrage" and all it really means is that you take traffic you buy from PPC and send it over to an offer, like a zip/email submit. What the fuck is so new and amazing about that???
If anything this is going to just bring in a flood of new affiliate imbeciles to the networks, who will then spend a shitload of hours banning them later, that will end up tying our AM's up with useless idiots, and eventually slowing the whole network and their support down. So what this does is it fucks people like me and you over in the longrun.
