Actually it's nothing new, we just use to call it what it was in the older days. Laying siege. It's also much cheaper to do today than it use to be.

You remember Lee Jong-Wook? He was the WHO Director who basically collapsed suddently on the podium at the annual WHO meeting in Geneva in 2006, just as the first verified H2H H5N1 cluseter was happening in Karo, Indonesia. Lee Jong-Wook died hours later, clearing the way for the PRC's candidate, Margaret Chan, to take over the helm of WHO, and formulate its policy on critical issues like pandemic response.

The world has been in great danger since (as much danger as Lee Jong-Wook found himself in suddenly that May day).

Drugs are being pumped into the country, money is being pumped out. That isn't even the biggest problem, which is that there are multi-billion dollar criminal organizations south of the border. Entire special divisions of the Mexican army has been bought and joined the drug war, then turning rogue against those who bought them and going it on their own as a cartel..
