It depends. A balance is key, cause google analyzes the overall backlink profile of your site. But assuming you have a good balance overall and are just adding additional backlinks, I think 1 or 2 high ranking backlinks will have a great impact than 20 crappy ones.

What I think is that a quality backlink is more effective than 1000 backlink. I mean quality backlink is a link which comes from the relevant site. And a backlink which comes from non-relevant site.
