It all depends. high PR backlinks show trusted domains like your content. But having 1000 high PR backlinks and very little low PR backlinks looks highly suspicious. Most websites will have more low PR backlinks as the biggest percentage of their overall backlinks since that is what exist in masses and looks more natural.​

Definitely go with the backlinks from authority sites. Low quality backlinks are absolutely useless. I rather have 1 good backlinks to a big authroity site rather then a few thousand to low quality sites. Hopes this helps.
