Get a template from any free template website. Edit it to your liking. This is what I do most of the time when I can't be bothered coding a whole CSS style sheet from scratch.
Step back and learn how to use an HTML editor and learn basic CSS and HTML. It is basically a life skill in the IM industry and you will be spending a lot of money buying templates etc. if you don't, but in reality it is very very simple to learn. I learnt 90% of my current HTML knowledge when I was 10 years old 12 years ago, so I'm sure you can too. And if you don't even make an attempt to learn basic HTML high school kids can do, making money will be 100000x harder.
Dreamweaver is the best HTML editor and industry standard, I use this and Notepad for HTML editing. And the rest of the Adobe CS suite for images, vector graphics etc.
If you can't be bothered, look up WYSIWYG (what you see is what you get) editors like Amaya or even Frontpage, which are much more suited to beginners, or lazy fucks.

You can tell when somebody with no HTML experience bangs up a site in Frontpage or a WYSIWYG editor though, they usually look horrible, inefficient and unprofessional compared to those which have been coded by somebody who can use HTML and CSS with good standard.
Wordpress and Joomla templates are also easy alternatives and if you find these hard to use you are in the wrong industry, as the coding is done for you and as long as you aren't a complete klutz, you can make it look decent.
