He's using Parked.com, but I found his website, www-baby-showers.com through the PPC listings at Yahoo search. But according to Parked.com, the parking services he's using, they don't allow bought traffic.

"All other types of traffic including bought traffic, traffic driven by PPC campaigns, traffic directed from hyperlinks are not permitted. If your traffic originates from any sources other than type-in and search engine traffic, you will not be entitled to payment as per this Agreement. Regular checks are carried out and we reserve the right to suspend any domain from our Service at any time, on our sole discretion, if we reasonably believe that you have violated this Agreement; for example, if we suspect that the traffic on your domain is bought, generated or redirected in any way that contravenes these terms and conditions. You may view your parked pages to ensure they are correctly set up, but you may not click any of the advertising links."

I have seen this guy's website up for weeks collecting ppc revenue through Parked.com and he's driving traffic through Yahoo search listings (PPC) so how is he doing it?

It looks like he's using the Google search API to only crank out sponsored results.

How do you know he's collecting revenue? is he showing how much he makes somewhere?

Only the domain owner and Donny's team at Parked know how much this guy is earning; however, the point is that he has been arbing PPC traffic to a parked page, which violates the rule of Parked's upstream provider (Yahoo/OVT). This guy gives domain traffic a bad name, although one couldn't really expect any type-ins on a 3 word, hyphenated name anyway. Given the volume they're working with, he's probably flying low under the radar; if he starts having some success I'm sure they'll catch him in a traffic qual. audit. Successful arb. requires a bit of sophistication, and this guy clearly is going for rotten, low-hanging fruit.

I emailed parked.com awhile ago asking about the PPC thing and I could swear they told me you could send bought traffic. I cannot remember exactly what they said, and I deleted the email. There are tons of people doing it , because when I was running adwords I would get TONS of hits from parked sites, and then I would find the same sites were running adwords campaigns.
This site is one of the ones i'm talking about free-stuff-hq-inc(dot) com looks parked to me and it has adwords campaigns running.

There are a lot of people sending paid traffic to parking pages, that's true. My point is that it's not sustainable, and you quite possibly will get your earnings revoked. The major upstream providers (G and Y) forbid this type of arb; it's just a matter of enforcement - some parking providers like Fabulous are notorious on audits, while others are more lax. Officially pre-existing link-pop and type-in traffic are the only "acceptable" forms of parking traffic. Either way, you're probably better off directing adwords traffic to a hosted page where you can do some A/B testing, capture emails, drive CPL traffic and monetize beyond contextual PPC anyway.
