What sort of site should I submit to affiliates such as Azoogle to get accepted?

Their rules state:
  1. Your Affiliate Website must contain distinct and legitimate content, substance and material, not simply a list of links or advertisements. Further, the applicable Affiliate Website(s) must serve a purpose substantially or completely separate and distinct from merely being designed to earn money solely from Company’s Advertisers or other third party advertisers;
    ...
    Material that displays any telephone numbers, street addresses, last names, URLs, e-mail addresses or any confidential information of any third person;
    ... Any content that infringes upon the intellectual property rights of any third party;

As of right now I only have a crappy template blog with original writing but I use last names and have lifted some of the pictures from news sites and the like. I am assuming that that won't cut it but I am wondering whether it needs to be a serious and established white hat site or can it be something that's whipped up in a day? BTW, I am not interested in actually promoting the ads through a site, looking more to the PPC side.

Thanks,

Mark

I got accepted to azoogle with just 'N/A' as a website
I originally signed up just to look at what offers they had
