When did WF BST go to paid status?

Haven't been around in a while....been doing the offline thing.

I went to post in the BST to request a service and it prompte me to pay $66!

When did we go to paid postings and is there an official thread where I can read about it?

I briefly looked in the sticky's but couldn't find anything.
