Also, if the leads are local, you could negotiate with local service providers. More of a hassle, but potentially much higher payout.

With Home Improvement Leads you'll have success by offering the contractor a per job acquired price from your leads. Find someone and do your best to evaluate if they'll be honest about it. Then do follow up e-mails and calls with your leads to find out if they did actually hire said contractor. Some contractors will pay $500.00 plus per job acquired, but will balk at even 20 per lead.
15-30 a day is 450-900 leads a month.... you can make one boatloads of money there man! You don't want to do this. Find someone who will buy the leads up front. In theory this sounds good but you will NEVER get paid. Especially with contractors. Home improvement contractors are particularly notorious for welching on payment as lots of them have cash flow problems anyway. You will spend all your time trying to get your money and not selling leads. You'll waste an enormous amount of time chasing pennies when dollars are there for the taking... trust me on this one.
This basically boils down to lead quality. Qualify your leads and you will have no problem selling them.
Here's some gold right here. I sell leads in a few specialized verticals. I've integrated phone verification on the landing pages where I get the leads. When someone fills out a lead form, they are automatically called and they have to enter in a four digit code indicating that they are sincere about wanting the service offered on the landing page and to be on the look out for a phone call to move forward.
About 75% of the people who fill out leads go through with the verification process.
What happened is that the leads I sold for $20 bucks can now be sold for $50 bucks since they are phone verified. I only charge my lead buyers for 95% of the leads they buy just in case there is some fall out..
I sell the unverified leads for a reduced rate and I only charge for 80% of the leads sold.
The verified leads are excellent, the unverified leads are ok but everybody is happy.
