Why are phpbb3's permissions so bloddy confusing??!! :confused::confused::confused:

I've been trying to write a mod to require payments for certain forums before allowing user access, but it's been a nightmare. Does anyone have a working example or links to any recent tutorial for phpBB3?

Would appreciate all the help.
