YPN Signup Does Not Load

I am currently studying abroad in France. Does YPN only allow signups from United States IP addys?

It gets to the loading screen and then the small gray circle rotates ad infinitum.

That has nothing to do with it.

The login page wouldn't load for me a couple days ago as well, but is working fine for me now.

If your still unsure try logging in through an American proxy.
