SACRAMENTO, CA (KGO) -- A bill that would protect consumers from a deceptive business practice is making its way to the governor's desk.

The practice of re-upping you for memberships, magazine subscriptions, and the like, is finally being taken up by lawmakers.

The legislature passed a bill by Senator Leland Yee, D-San Francisco, that would ban that practice.

Consumers complained again and again, for being resigned up for Acai products. They were surprised when their orders were automatically renewed and credit cards automatically charged.

The Arizona attorney general recently entered into a $1 million judgment against Central Coast Nutraceuticals.

The bill by Senator Yee would require businesses to clearly and conspicuously state the renewal offer terms and require a customer's permission before renewing.

Source.

So the consumer would have to confirm the charge after a trial, before it can be processed? That's bound to kill rebill rates.

BUT the terms are very clearly stated. No one is tricked into a netflix rebill.
just like no one is tricked into a porn rebill, considering they have to select their subscription type when they sign up through a processor like ccbill. i can see mainstream rebills going that route. profiting off the people who just ignore the subscription select box and sign up for the default subscription period either because they're blind or confident they'll remember to cancel it on time (which they probably won't).

Yay for the nanny state. What's next, everyone with an IQ under 100 gets a state appointed guardian to watch over their every move?

Maybe Arnie will figure out a way to get a percentage of the rebills to lower the CA debt.

Remember folks, these changes are being made by people being 100% deceptive about this. It's a matter of having to go with the better programs to not get fucked over, and being squeaky clean yourselves.
I foresee a lot of these programs relabelling themselves as "pre-paid" rather than rebilled. It'll keep the party going a little longer.

Hold on a sec. If Arnold signs this bill, how is it going to effect rebills?

What, only people in California can't get rebilled? Unlikely.

This would have to mean that companies registered in California couldn't rebill.

California can't legislate for the entire country.

What's the deal with the new rebate sites anyway? I haven't gotten around to signing up for one to see how they work. I saw one that was $39.95 with a $40 street payout. Obviously they make it almost impossible to get the rebate, but that still doesn't cover the network payout. Are they just upselling and backending people like crazy to make their monies?
