I got this email from offer vault

I have been working at this with my staff for the last 6 months,
and we are finally LIVE.
It's called AffiliCert, and it is the industry's first network
supported certification program, designed to assure that legitimate
affiliates get approved to the CPA networks that they want to join,
and to make sure that the fraudsters are left standing in the cold,
wondering what happened.
Of course as an Offervault member, you are the first to know about
AffiliCert and to kick things off I am giving you this discount
code to bring the application fee down to a super reasonable $14.99.
This is basically just to cover our processing costs.

Once you get certified, you can select which networks you would
like to join and we will automatically forward your application to
each of them for fast track approval.
Getting rejected by CPA networks is one of the number one
complaints that I hear about from affiliate marketers every week.
Many new affiliates do not even realize that the reason they are
getting rejected is because the networks are concerned about
letting in fraudulent affiliates. Because of this, they routinely
reject 95% of all applications. After much discussion and many
meetings with the major network owners, we have developed
AffiliCert to solve this problem once and for all.
Don't get rejected by another network. Get certified and get on the
fast track to CPA network approval.

Can I get a more clear answer.I am a not from united states,so I was thinking about joining this.

The networks on there is hilarious. "CPAFlash", "CPAUnderground".
One thing I notice is that the list is populated with many networks that don't do any type of application review, so they are probably considering this outsourcing that function.

I don't quite get charging the affiliates. To me, the only people who will pay are those who can't get approved anywhere. In my experience, most of those people are the kind of affiliates you don't want in your network for good reason. So by agreeing to be part of affilicert, networks will get flooded with fast-tracked crappy affiliates.

I think a better model would be to charge networks for use of the service. You might get a broader spectrum of affiliate to use affilicert if it was free. Some networks on the list might drop off if they had to pay (or pay more), but those that stay should get better affiliates.

But I know the owner of the service, and he is no fool, so he must have something in mind I'm not thinking of.

You got a big uphill battle on this one. I bet you make all the folks at DP horny though when you let them know.

I'm not going to be participitating, that's for sure. I don't want to whore out my affiliates to other networks - nor do I need someone else to handle compliance for me.

:)It is sort of misleading on how they lay it out with the companies listed.
