Weeds makes a good point. I too would start with what i CAN do, not with what i think could be most profitable. I don't judge though, and a plan is better than no plan. If you want to go ahead with PPC, then you need to find a way to aquire enough cash to do decent testing.
For PPC you don't only need cash, but a lot of optimism and willingness to land flat on your face for a long time. Every environment which is highly scalable favours those with massive resources be it money or experience in optimizing the system.
Ask yourself the question: What can I do? ME...ONE person?
I mean, you could start as a content writer working night shifts for months and then invest everything back into your first campaigns. You could be profitable after a first month even if that just means having aquired a skillset...
Please, don't sell shitty SEO services if you don't know what you are doing. Learn the skills first.
That been said, i personally would suggest offering a service of some kind first, or becoming a freelancer if your work discipline is your biggest asset atm. Then, branch out from there,learn more skills....leverage other workers, devlop a vision for your business.
Or don't. Are you even an entrepeneur, or do you "just" want to make money? If you simply need cash: Content writing, social media management, programing, Marketing Services etc. Perhaps then invest in some sites on the side or build up that bankroll to start ppc.
Small steps first, big steps as soon as possible.
