You know, I don't think the guy even drove over the cops foot. He tells him to stop, goes back to writing the ticket then shouts about him running over his foot, but the guy didn't move the car any further forward after being told to stop.

He told the cop he was leaving when he got in, the cop could have detained him or prevented him from getting in the car then.
When the engine started he could have taken a position clearly in front of the vehicle, put his hand up and yelled "stop", giving a clear order, as opposed to seemingly stand clear while "blocking" the car with your foot.
Why the fuck was his foot under there? The driver couldn't see that. By the time he gave a clear order to "stop" the guy did, then the cop flipped.
If the guy wasn't legally detained he's free to go, he's not breaking any laws by not submitting and letting the cop infringe on his right to travel freely.

What happened. An indidual is harming no one, the cop lets him get in the car and start the engine without a word. The individual slowly accelerates to make sure he's not hurting anyone as he lawfully sets out on his way. The cop (allegedly) put his foot in place to block the car, while appearing to stand clear, and then uses that as an excuse to initiate violence.
Guy gets pulled out of car, beat down, may very likely do real time for "assaulting" a police officer with a vehicle.
Individual tries to legally travel freely.
Police initiate force and violence. Could even ruin the guys life/send him to prison for a long time.
