That's your first mistake right there, *never* send any money upfront, nobody decent expects it in the race-to-the-bottom world of online freelancing. I used to do loads of jobs on oDesk and never asked or was offered upfront payments.
Yes, I'm definitely prejudiced when hiring programmers and Eastern Europeans always have the best quality/cost ratio.
yeah, they always just bid something like 5% lower than the max bid. sometimes you put the max bid up really high just for a change to see if you get super high quality bidders. But it's the same workers, that would have bid $45 if you put $48 as max, who will now bid $160 because you put $170 as the max.
Most of the time, I just click to hide their bid and don't contact them. But other times you can help but tell them to go fuck themselves.

I don't give a shit if somebody is mexican, african, phillipino, australian, american or some other country - I give a shit if they produce what I want them to produce.
I've hired some lazy ass Americans and I've hired some lazy ass Africans as well, I've also hired some great people from both those places as well.

So is everyone hiring on ODesk? When I was hiring a lot I used onlinejobs.ph They charge to post but it was worth it when I was doing volume hiring. Filis are great employees, but yeah they disappear a lot and their country seems to get hit by a storm 3 days a week and their internet connections suck, but besides that they are great 
I don't care from where the worker is as long as he/she does the things i got them to do, good and in a timely fashion.. If they do it good then they will get work from me for a long time to come..

we currently have people in china and turkey...did phillipines first, would hire again there as well...a friend of mine has an outsourcing company there, they live on site, and micro manage as much as possible...that is how you really do it, you have to move there.
