Ipcheck is a desktop client that you can run against pages, forms, servers, etc. It has what you need and is free, but only checks every 15 mins for the free edition.
 

Do you even think before posting? Either you got a project that no one cares about which doesn't need monitoring, or, you know, you actually make some decent money or need to monitor it for another reason, in which case why would you even think about going the cheap route to save a couple of dollars. Pingdom is something like $200 a year, if you can't even spend that much I'd work on my projects instead of worrying about uptime.

Edit: Scratch that, Pingdom Business is $130 and the Personal edition $35 for the whole year right now. So yeah, work on your projects instead.

Montastic is free and awesome. For text messages, here's a nice trick:
If you're in the US you can set up a filter in Gmail to forward emails from them to your cell phone number email address, which will let you receive them as a text message. Here's a list of text messaging email addresses.
