As for suggestions...
I would say that anyone with less than say 25 posts who tries to start a new thread gets taken to a pseudo forum where automatic and fake replies are taken (just a mix of the regular responses people give her including appropriate links). Then they can be there in the pseudo forum for a bit until they catch on.
I have always been a big opponent to letting people make threads until they have spent time reading and contributing on forums. Especially a forum like this whose point is not for hit and run questions.
Make it so people need 25 posts to make a thread then you got a chance to catch people spamming posts to get to start a thread before they can ever make it.

I agree with this or the quiz, and either way I definitely think the Newbie section should be at the top.
This is a good idea and a lot of forums have something like this in place already. We might want to not apply the rule to the newbie forum but everywhere else should be restricted by a post limit.
There is already a public hack or two that you can just copy right into the forums for this too so you don't even have to do any work or pay anyone to do it. I can find it or link to it if you decide this is a good idea.
I agree...its starting to look a lot like DP here with all these nub posts who don't use the search feature or read the noob guide. I vote ban if they can't read.
